Offender supervisor - Prison Offender Manager (POM)

Job Introduction

We are looking for highly motivated people to join our existing team within the Offender Management Unit at HMP Forest Bank.

We deliver the total operation of five prisons within the UK and own six Community Rehabilitation Companies in partnership with crime reduction charity Nacro.

HMP Forest Bank serves the courts of Greater Manchester and maintains strong links to the local community with a focus on resettlement. We aim to deliver quality of life services and support people to change their lives for the better.

Opportunities for learning and developing work-ready skills are on offer for all who come in to custody, but our commitment to reducing reoffending in local communities does not end at the prison gate. We support people released from custody through innovative partnerships in substance misuse services in Bury and Oldham, working with people to maintain recovery and lead law-abiding lives.

As well as the 16 residential units on site, there is a healthcare centre, gym, library, workshop complex, visits hall, chaplaincy and kitchen. The prison’s capacity stands at 1,460, holding adult men both on remand or sentenced and young prisoners between the ages of 18-21 years.

Role Responsibility

  • Complete the Basic Custody Screening Tool (BCST)
  • Provide accurate information on all OAsys to determine risk of harm and risk of re-offending
  • Formulate various progress reports to a high standard for the purpose of Parole / Oral hearings/ home detention curfew (HDC) and categorisation reviews.
  • Delivery of recall packs within specified time frames in line with current PPCS recalls and review guidelines.
  • Participate in Parole / Oral Hearings as the assigned Offender Supervisor/POM.
  • Provide clear and accurate risk information / assessments on request.
  • 1:1 motivational work, support and risk management to address offending behaviour.
  • Support and link with keyworker.
  • Interview individuals in a multi-disciplinary for the purpose of sentence planning to establish level of risk posed and resettlement support required as part of the individual OASys
  • Maintain regular contact with relevant agencies in line with the current Offender Management Model: National Probation Service, CRC, and GMP for the robust risk management of offenders.
  • Complete relevant referrals for programmes / courses to address offending behaviour and level of risk.
  • Support OMU in maintaining the high standard of work currently achieved.

The Ideal Candidate

  • Good understanding of IT systems including Word and Excel, PNOMIS, CMS
  • Excellent interpersonal skills-Written and verbal
  • Security awareness.
  • Willingness to undertake relevant training required
  • Excellent attendance record
  • Positive PDR
  • Ability to analyse complex information in order to make assessments and decisions
  • Ability to communicate clearly verbally and in writing with offenders, professionals, and at hearings such as Parole Boards
  • Ability to empathise constructively with people from diverse backgrounds
  • Experience of working with a diverse range of people who have experienced a range of social/personal difficulties, and of using tact and discretion when dealing with confidential and sensitive issues
  • Understanding of factors related to offending, e.g. substance misuse, accommodation issues
  • Knowledge and understanding of risk management/risk assessment pertaining to offenders Experience in planning and coordinating work
  • Experience of working with groups or individuals in order to motivate and change behaviour

Package Description

£22,700 - 23,312 per annum plus benefits including free parking, flexible benefits scheme, free meals on duty, pension and shopping discounts.
