Head of Rehabilitative Services

Job Introduction

HMP Bronzefield are recruiting for a Head of Rehabilitative Services.

Reporting to the Deputy Director, you will lead a team of over 30 staff from both operational and non-operational departments.

You will oversee the functional delivery of Offender Management, Court productions, Public Protection, Through the Gate Strategy delivery and Resettlement services for the prison including management of CRC and other key stakeholder relationships. The ability to assess and determine need via a range of evidentiary sources is critical as the role requires continuous service development to reduce risk of harm and risk of reoffending.

HMP Bronzefield holds up to 572 women (approximately 14.5% of the national female prison population). The women in our custody have a diverse and complex set of needs and range from mothers and babies, young offenders, life and long term sentenced women, short to mid-term sentenced women, foreign nationals and women on remand. HMP/YOI Bronzefield is a closed local prison serving courts across the South of England. Our mission is to deliver quality of life services which make a meaningful difference to women in the criminal justice system by supporting them to change their lives for the better. To achieve this we focus on providing needs-based services and programmes to rehabilitate and improve the well-being of our women.

Role Responsibility

  • Public Protection; management of the risk of harm for high risk offenders liaising and partnering with National Probation Service colleagues
  • Delivery of the Offender Management Model; supervising a team of staff to ensure timely and appropriate risk assessments, effective risk reduction planning and offender supervision
  • Management of the sentence calculation and custody administration processes
  • Maintain communications and relationships with a range of external organisations focused on resettlement and rehabilitation 
  • Understanding the population needs to adapt services to deliver positive outcomes for the women; this will include commissioning and contractually managing service providers
  • Ensure contractual compliance
  • Participate in recruitment, promotion and selection and drive towards efficient and effective use of resources
  • Participate in the development and maintenance of operational budgets
  • Be an innovative and strategic member of the Senior Leaders team
  • Effective people management which includes; talent management, skills needs assessments and performance management
  • Timely production of management information and reports

The Ideal Candidate

Essential

  • A clear and demonstrable understanding of what makes a good leader, the skills required and ability to motivate and engage others
  • A clear and demonstrable understanding of the demands of an operational environment
  • Demonstrable knowledge of relevant criminal justice/prison legislation, standards and policies to include MOJ strategy, inspection and audit processes; and knowledge of the wider criminal justice system
  • Ability to manage and develop key stakeholder relationships
  • Previous experience of operating at senior functional management level within the criminal justice system
  • Evidence of analytical abilities
  • Evidence of delivery of innovative service developments
  • An enhanced criminogenic risk management understanding

Desirable

  • Experience in contractual compliance and delivery 
  • Proven ability to manage change in a structured way
  • Knowledge of commercial financial management processes and procedures
  • Previous probation experience
