Head of Programme Management

Job Introduction

As a Head of Programme Management you will drive the annual capital investment programme while operating within the parameters of the our client's Estates Strategy. You will lead, manage and motivate a team of property professionals and develop the Integrator programme management function, in an environment where the client is changing its entire operating model and ways of working.

We are proud to have been awarded an exciting new Government contract with a large scale property portfolio and are seeking facilities management professionals, ideally with managing agent/integrator model experience  You'll also support the transformation and change management this new contract will bring, working alongside a dedicated team for the business segment

Role Responsibility


• Consistently deploy scarce capital in a way that seeks to improve the client's estate; helping to create a fit for purpose environment for all colleagues
• Understand and interpret benchmark information about construction and fit out costs for retail and office environments and apply to client's estate
• Support the client with its design, space and technical standards across retail and office environments, ensuring latest technologies and market innovations are explored and tested for the benefit of our client.
• Maximise opportunities to recover business rates and service charge costs to off-set inflationary pressure(s) within their region
• Build commercial relationships with strategic third-party vendors, principally the main Contractors Framework and CCS Professional Services.
• Lead and manage the execution of all capital and lifecycle projects with complete responsibility for all aspects of project management to predefined cost, time and quality criteria
• Contribute to the development of an Estate Strategy for the clients Portfolio
• Lead a scalable team of property professionals; providing advice, perspective and oversight to ensure they succeed and grow their capability
• Co-ordinate with senior members of the Integrator Organisation to develop and ensure the adoption and dissemination of best practice in design, construction, procurement and workplace standards
• Build strong relationships with all contractors, consultants & external vendors, continually looking to apply commercial and innovative methods of operation across a wide range of programmes
• Build long term, productive relationships, and engage effectively with all key internal clients and partners both regionally and centrally; driving consensus amongst sometimes competing and conflicting requirements
• Develop and maintain a broad range of performance criteria and control mechanisms to ensure compliance with all appropriate regulations and to allow for internal and external benchmarking and performance measurement in areas of safety, quality, process, customer satisfaction, risk management, supply chain management
 

The Ideal Candidate

Professional:
 RICS or similar professional qualification
 Substantial experience in the property industry
 Proven experience of managing large capital investment programmes across a diverse property portfolio
 Strong financial acumen
 Management experience
 Strong skills and experience in managing projects – so that plans are well executed and that stakeholders are fully engaged
 Ideally experience of working in both Public and Private sectors
 Experience of working in a multi-site complex estate
 Desired knowledge of the FM estate industries

 Excellent interpersonal skills, with an ability to work with people at all levels and across functions
 Client focussed mind set and able to build client relationships at all levels
 Using persuasion and influence to win support for the benefit of the business

 Flexible and able to cope with ambiguity

 Excellent time management and prioritisation skills
