Head of Programme Management (HardFM/Property)

Job Introduction

As Head of Programme Management, you'll lead the programme management office and project management function to manage the delivery of capital investments, lifecycle and estate and asset management strategy providing a coherent, integrated solution which will deliver strategic benefits through the specifically developed processes, based upon a well-practiced framework. 

You'll have responsibility for management of multiple large and varied projects programme, projects or portfolio of work within the client to meet identified business needs - acquiring and utilising the necessary resources and skills within agreed parameters of cost, timescales and quality

Working in partnership with the Authority to adopt a robust approach which ensures full governance, control, reporting and opportunities for improvements.

We are proud to be at final stage and are awaiting the outcome of a major bid, should this exciting new contract be awarded to Sodexo, we will be looking for experienced professionals within the facilities management arena.  You'll also support the transformation and change management this new contract will bring, working alongside a dedicated team for the business segment.

Role Responsibility

  • Accountable for the development and successful implementation of a programme management function which is aligned to the client organisation priorities and will ensure the effective delivery of capital works and life cycle projects.
  • Oversee the delivery and execution of the programme management detailed solution in accordance with DWP values and behaviours
  • In partnership with the client produce and maintain an annual programme management detailed solution which details all anticipated, forecasted and planned projects and recommendations.
  • Develop a set process for communicating progress on projects – including: project reporting tools, expenditure, status reports on capital works assets
  • Ensure programme and projects are managed to ensure minimal disruption to Authority business
  • Management of projects in line with Sodexo framework
  • Effective engagement with key stakeholders to ensure they are aware of programme and project, key milestones and initiate corrective action where required.
  • Engage and direct all programme team members to ensure tasks are appropriately allocated and monitored.
  • Lead team to ensure all project programmes are fully planned with project plans, dependencies and reporting procedures
  • Develop protocol for production initiation documentation
  • Ensure processes and procedures are developed for effective risk management -  risk logs, mitigating actions, establishment of contingency plans and robust escalation processes internally and externally
  • Produce progress and project control reports for the steering group in accordance with governance requirements
  • Set up full project governance, administration and communication plans liaising with key stakeholders to ensure project documentation is fit for purpose and line with Authority requirements.
  • In partnership with the Head of Commercial ensure effective third party relationships are in place within the supply chain including designers, contractors and equipment and material providers.   Ensure contractors engaged within the supply chain are rigorously assessed on the basis of quality and value to the client
  • Manage relationships with third party contractors to ensure compliance and delivery of programmes to a high standard.
  • Ensure any statutory and mandatory requirements are met in relation to all life cycle and capital works projects.
  • Co-ordinate and review projects to ensure any efficiencies are realised across the supply chain and that all interdependencies are met.
  • Assist in the review of Authority design standards to make any recommendations or enhancements
  • Ensure all projects meet required health and safety standards and that any security requirements are met
  • Develop and implement an audit and review mechanism of all projects
  • Maintain an extensive external professional network to ensure industry leading project management disciplines are deployed
  • Ensure all HR processes and procedures are followed including:

  • Recruitment and selection
  • Employee performance appraisal
  • Employee engagement
 

The Ideal Candidate

  • Educated to Degree level or equivalent by experience

  • Chartered Engineer or Chartered Surveyor

  • Holds a professional Project Management qualification eg. PMI (PMP), PMI (PMPg) or APM
  • NEBOSH Construction Certificate
  • Substantial experience in full lifecycle project management role

  • Good knowledge of best practice and standards such as, ISO9001, CDM and relevant British and Regulatory Standards

  • Evidence of leading Programme and Capital Project Teams in large corporate environments and working with customers at all levels

  • Excellent communication skills both written and verbal

  • Demonstrable experience of forward planning, problem solving, analytical thinking

  • Consultancy background

  • Knowledge of CAFM systems

  • Experience of Managing Agent or Integrator Model preferrable

Package Description
